1. The proposal

MSCI is consulting on a proposal to reclassify the MSCI Indonesia Indexes from Emerging Market to Standalone Market status. It accepts feedback until 30 April 2027 and will announce its decision on or before 30 June 2027. MSCI said it expects to proceed with the reclassification unless the consultation finds clear evidence of material improvements in governance and market functioning. [1]

2. The reasons

Market participants raised significant concerns about the investability of the Indonesian equity market, including persistent opacity in shareholding structures and suspected coordinated trading. MSCI said sufficient progress has not been observed consistently across the market. It also said a move to Frontier Markets would not properly reflect the depth of the problems, which is why the proposal is Standalone. [1]

3. The reforms so far

The release notes measures announced by Indonesian authorities, including enhanced disclosure of shareholders owning more than 1% and a roadmap toward a minimum free float of 15%. Institutional investors want consistent implementation and evidence of a lasting effect. [1]

4. The freeze

Until further notice, MSCI keeps a freeze on certain index changes for Indonesian securities: no increases to foreign inclusion factors or number of shares, no additions to its Investable Market Index, and no upward moves between size segments. [1]

5. Why it matters

Funds that track MSCI’s Emerging Markets indexes follow MSCI’s market classifications. Standalone markets are not part of those main regional indexes. We do not estimate fund flows here; the release gives no numbers on weights or flows.

6. The test

Nothing is final until MSCI’s decision. Watch whether the reforms show measurable results before the 30 April 2027 feedback deadline.
